CARICOM leaders meet in Saint Lucia amid regional uncertainty

CARICOM leaders gathered in Gros Islet, Saint Lucia, for the 51st Regular Meeting of the Conference of Heads of Government from July 5 to July 8, with an opening ceremony on Sunday and business sessions scheduled through July 8.

Saint Lucia’s Prime Minister Philip J. Pierre took over the rotating CARICOM chair on July 1 and used the opening to argue that the bloc must deliver clearer benefits to ordinary people. Pierre also carried lead responsibility for Sustainable Development, including environment, climate change, disaster management and water, within the Quasi Cabinet. His message was blunt: “What more can CARICOM do for me?” he asked, before adding, “We must make integration work for the ordinary citizen.”

Pierre’s agenda put pressure points at the center of the summit. He called for stronger support for the CARICOM Single Market and Economy, better transportation links between islands, and more action against illegal firearms and violent crime. He also pressed for wider access to climate finance and disaster support, arguing that young people, women, people with disabilities and other historically excluded groups need more targeted backing.

Climate justice remained one of the summit’s clearest themes. Pierre reiterated the Caribbean’s long-standing position that the region contributes little to global emissions while bearing outsized damage from storms, droughts and rising seas. He pushed for more loss-and-damage funding and debt relief for small island developing states.

The agenda also covered regional security, economic integration, trade, migration, food and water security, and emerging technologies such as artificial intelligence. The meeting sits within CARICOM's broader role in promoting economic integration, coordinating foreign policy and fostering cooperation among its 15 member states. The Secretariat launched a dedicated online knowledge hub for daily updates, image and video galleries, and livestreams of the opening ceremony and the closing media conference.

The Saint Lucia meeting followed the 50th Regular Meeting in Basseterre, St Kitts and Nevis, held February 24 to 27 under the theme “Beyond Words: Action Today for a Thriving, Sustainable CARICOM.” The official logo was designed by Saint Lucian graphic designer Raul Joseph and featured the Pitons, the Caribbean Sea and a rising sun motif.
